St. Paul Mayor Melvin Carter on George Floyd's death

An African American man in Minneapolis died Monday night after a police officer kneeled on his neck while apprehending him. Echoing the 2014 Eric Garner case, George Floyd told the officer, “I can’t breathe.” The incident, captured on video, prompted outrage in the Twin Cities and beyond -- and led to the dismissal of four police officers involved.
