Human Resources Operations and Benefits Manager

Full-time, Exempt

Reports to: Director, Human Resources

JOB OBJECTIVE:

The HR Operations/Benefits Manager is responsible for managing and optimizing HR processes and systems. This role ensures the efficient delivery of HR services, compliance with legal requirements, and the implementation of HR best practices. The HR Operations/Benefits Manager will assist in managing the day-to-day operations of the HR team and support the strategic initiatives of the HR department. This role will be expected to work collaboratively with the entire HR team.

The HR Operations/Benefits Manager is also responsible for managing and administering employee benefits programs, ensuring compliance with relevant regulations, and providing support to employees regarding their benefits. This role involves detailed record-keeping, coordination with benefit providers, and effective communication with employees about their benefit options and any changes.

ESSENTIAL FUNCTIONS:

  • HR Service Delivery: Manage and oversee the HR operations to ensure timely and accurate delivery of HR services, benefits administration, HRIS management, HR communications, and employee records management.
  • Benefits Management and Administration: Develop strategic employee benefits; managing and administer compliant, accurate, competitive, and financially sustainable benefit plans and programs for both non-union and eligible union employees of WETA.
  • Legal and Compliance: Ensure legal compliance of benefits and policies, i.e., HIPAA, ERISA, FMLA, ADA, etc. Review and analyze changes to state and federal laws pertaining to benefits and report necessary or suggested changes. Prepare and file required reports as required by law, such as IRS, DOL and other regulatory bodies. Provide benefits audit documentation and support to auditors as needed. Manage the annual 403b audit.
  • Process Improvement: Identify and implement process improvements to enhance the efficiency and effectiveness of HR operations. Utilize HR technology to streamline processes and improve service delivery.
  • Reporting and Analytics: Generate and analyze HR metrics and reports to inform decision-making and measure the effectiveness of HR initiatives and total rewards.
  • Employee Engagement: Develop and implement programs and initiatives to enhance employee satisfaction, productivity, and retention across the organization.
  • Budget Management: Manage the HR operations and benefits budgets, ensuring cost-effective allocation of resources.
  • Vendor Management: Oversee relationships with service providers, including benefits brokers and other external vendors.

EDUCATION & EXPERIENCE

  • Bachelor’s degree required
  • Capability to manage change within the organization, especially during periods of transition or growth.
  • Familiarity with HRIS (Human Resources Information Systems), ATS (Applicant Tracking Systems), and other HR-related software. Ability to leverage these tools to streamline processes and enhance efficiency.
  • Ability to align HR initiatives with the overall business strategy of the organization, contributing to its long-term goals.
  • Excellent written and verbal communication skills to effectively convey HR policies, procedures, and initiatives to employees at all levels of the organization
  • Ability to negotiate contracts and agreements as necessary, especially with vendor contracts.
  • Knowledge of risk assessment and mitigation strategies related to HR practices, including health and safety, compliance, and legal risks.

Salary Range: $110,00-$115,000

LOCATION

WETA and NewsHour Productions are Washington, DC established media and news organizations. We are a largely local workforce based out of the Campbell Place office in Arlington, VA. WETA and NewsHour Productions value employee flexibility when possible. Most positions based in our Arlington, VA office will be onsite or hybrid, depending upon the role.
