Tuesday marked 20 years since the military detention facility at Guantanamo Bay, Cuba opened. Since Jan. 11, 2002, it’s been one of the most enduring symbols of the United States' war on terror. But it's also a symbol of government waste and mismanagement, and a legacy of torture.
